Event Description

SCG’s Education Funder Group invites you to our quarterly funders meeting, focusing on the impact of the state budget on education. Policy and budget experts will join us, providing an overview of key state budget developments since the May Revise. Our panel will provide insights on the impact of the proposed budget for higher education and K-12 education through a nonpartisan analysis. Speakers will include The Legislative Analyst's Office, which ensures that the executive branch implements legislative policy cost-efficiently and effectively.

About the Education Funders Group

The Education Funders Group brings philanthropic funders together quarterly to learn about issues, trends, and needs in the field of education to inform individual and collective grantmaking. Over the years, the group has explored a variety of topics, including early childhood education, after-school programming, parent engagement, blended learning, linked learning, STEM, implementation of the common core, and college access/college success.

Edgar Cabral

Deputy Legislative Analyst, Legislative Analyst's Office

Edgar Cabral is a Deputy Legislative Analyst at the Legislative Analyst's Office (LAO), overseeing the office’s analytical work related to K-12 education and child care. Over the past 17 years, Edgar has worked on a variety of education issues at the LAO, including school finance, school accountability, community colleges, and early childhood education. In December 2019, Edgar became the Deputy Legislative Analyst for the K-12 education unit. He has a B.A. in Sociology with a minor in Mathematics from the University of California, Irvine and a Master’s in Public Policy from the University of California, Berkeley.
Kevin Cook

Kevin Cook

Associate Center Director, Public Policy Institute of California

Kevin Cook is the associate center director of the PPIC Higher Education Center. His research interests include education finance and policy for both K–12 and higher education, and his current work focuses on performance-based funding, online learning, and public pensions. Before joining PPIC, he worked as a research assistant in the investments division of the California State Teachers’ Retirement System, where he conducted sustainability risk analysis. He holds an MPPA from Sacramento State University and a BA in history from Occidental College.

Laura Pryor

Research Director, California Budget & Policy Center

Laura is Research Director for the California Budget & Policy Center. She leads the Budget Center’s research and methodology strategy and best practices. Additionally, she conducts research to strengthen California’s early care and education system. Prior to joining the Budget Center in 2023, Laura was an Associate Director at Social Policy Research Associates in the Equity Education and Community Change Division where she led multiple research and evaluation projects. She earned a bachelor’s degree in urban studies from the University of California, Berkeley, a master’s degree in urban and regional planning from the University of California, Los Angeles, and a Ph.D. in quantitative methods and evaluation from the University of California, Berkeley’s Graduate School of Education.
Peter Rivera

Peter Rivera SCG Member

Program Officer, William and Flora Hewlett Foundation

Peter Rivera is an Education Program Officer at the Hewlett Foundation. He works with our Deeper Learning partners to spread, scale, and support educators in effective teaching and learning practices.

Previously, Peter served as program and policy development advisor for the nation’s second largest school district, Los Angeles Unified. He worked on scaling new high school math courses, developing a school performance framework, and implementing district-wide improvement science efforts. From 2010-2016, Peter worked as a senior program officer at the California Community Foundation, where his grantmaking supported nonprofits and educational institutions in Los Angeles. Peter also conducted charter school oversight as a program manager/program monitor for the San Diego Unified School District. He began his career in education at the Long Beach Unified School District.

Peter holds a bachelor’s degree in political science from the University of California Los Angeles, and a masters degree in public policy from the University of Southern California. He is a Los Angeles native and enjoys supporting his hometown sports teams.
