Event Description

Beyond advocating for policy development and fair, representative elections, philanthropic organizations can play a crucial role in policy implementation. Through the exploration of case studies that cross multiple sectors and issue areas, this session will delve into the critical intersections between philanthropic efforts and governmental policies. We will focus on how philanthropic organizations can collaborate with the nonprofit sector and public institutions to achieve co-governance, accountability, and sustainable societal impact through coordinated implementation efforts, and how to sustain advocacy efforts if a favorable policy outcome is not achieved. We invite you to learn from representatives from philanthropy, government agencies, and academia who will share their expertise, experiences, and reflections on policy implementation to promote a just democracy.


This session will uplift case studies in climate and disaster resilience as examples of policy implementation, cross-sector collaboration, and co-governance practices.

Victoria Kelly Turner

Associate Professor/Director, UCLA/Luskin Center for Innovation

Kelly Turner (she/her) is an Associate Professor of Urban planning and Geography, Associate Director of the Luskin Center for Innovation (LCI), and Director of the NOAA Center for Heat Resilient communities. She leads LCI’s research on Heat Equity which provides evidence-based approaches to protect people, especially vulnerable populations, where they live and work. Dr. Turner’s current research encompasses heat governance and policy, planning for climate resilient communities, and producing actionable data for heat-health equity. Her work has been published in Nature, Environmental Research Letters, and the Journal of the American Planning Association and funded by the National Science Foundation, the Robert Wood Johnson Foundation, and the Strategic Growth Council of California. She has served as a panelist for the National Academy of Sciences and as a Science Advisor to the Arsht-Rockefeller Extreme Heat Resilience Alliance.

Sarah Anderson

Professor and Associate Dean for Diversity, Equity, and Inclusion, University of California Santa Barbara

Sarah E. Anderson is a Professor and Associate Dean of Diversity, Equity, and Inclusion at the Bren School of Environmental Science & Management at the University of California, Santa Barbara. She studies how the public and politics influences policy. For example, her research focuses on how the public drives inequity and inefficiency in agencies’ wildfire prevention and why legislators reject compromise, the subject of her book Rejecting Compromise: Legislators’ Fear of Primary Voters. Her interest in environmental issues comes from growing up in Montana and her research is shaped by her experience in Washington, D.C., where she worked as a U.S. congressman's legislative assistant. In her research, teaching, and service, she works with students, staff, faculty, communities, and leaders to overcome social and political barriers to solving environmental problems and to work toward equity in the environmental field.
Alison Frazzini

Ali Frazzini SCG Member

Policy Director, LA County Chief Sustainability Office

Ali Frazzini (she/her) is a policy director in the LA County Chief Sustainability Office, where she guides policy research, advises policymaking, and coordinates cross-departmental initiatives related to climate and environmental justice, green economic opportunity, and food systems. She previously served as Director of Take Care New York at the New York City Health Department, where she oversaw community engagement and capacity-building for the city's health equity agenda. Prior to her government service, she worked in the community setting with people experiencing barriers to housing and employment. She received her Masters degree in Public Health from the University of North Carolina and her undergraduate degree in Linguistics from Yale University.

Lily Bui

Manager, Climate and Disaster Preparedness and Resilience, SoCal Grantmakers

Dr. Lily Bui provides strategic direction, thought leadership, and partnership coordination in support of developing engagement strategies to increase climate justice and equitable disaster preparedness, relief and recovery funding across the region and state.

Prior to her role at SoCal Grantmakers, she served in positions related to climate and disaster resilience in higher education, applied research, public policy, media, impact investing, and consulting in coastal communities across the Pacific and Caribbean regions. She received her PhD ('20) in urban planning and a master's ('16) in comparative media studies from the Massachusetts Institute of Technology. She earned a dual bachelor's in International Studies and Spanish from the University of California Irvine.
