Compliance Director

Compliance Program Development:

• Develop, implement, and maintain an organization-wide compliance program that addresses regulatory requirements and best practices for Liberty Hill Foundation as a 501(c)(3) public charity.
• Ensure the program covers lobbying, donor advised funds, government contracts, and the appropriate use of charitable funds.

Government Contract Compliance:

• Oversee compliance for all government contracts and grants, ensuring adherence to contract specifications, regulatory requirements, and best practices. 
• Ensure organizational policies align with current laws and regulations, including compliance with Uniform Guidance for federally funded contracts. 
• Provide pre-award support to ensure the organization has the necessary infrastructure for compliance with potential funding opportunities.
• Manage the subrecipient monitoring program, from pre-award through post-award stages. 
• Review and approve monthly invoices submitted to funders, ensuring only allowable expenses are included and invoices are consistently submitted timely.
• Monitor and manage payments to subrecipients and subcontractors, ensuring compliance with government policies and directives.
• Facilitate close-out of each government contract and conduct intake and debrief meetings at the start and close of each contract. 
• Review and approve budget to actuals prior to distribution to contract leads. 
• Lead the annual Single Audit when required by Uniform Guidance, including related filing with the Federal Clearinghouse.

Cross-Departmental Coordination:

• Facilitate a cross-departmental compliance team to ensure organization-wide adherence to compliance standards.
• Collaborate with all departments to ensure compliance in payroll allocations, grant management, and other activities involving funds with compliance requirements or considered lobbying activity.

Training and Education:

• Develop and lead tailored training sessions to ensure staff adherence to the Compliance Program, customized based on staff roles.
• Ensure all staff are aware of the organization's code of conduct, conflict of interest policy, and best practices in the philanthropic sector as stewards of public donations.
• Provide ongoing guidance and support to staff on compliance matters, fostering a culture of ethical practice and accountability.

Monitoring and Auditing:

• Conduct routine internal audits and evaluations to ensure adherence to the organization’s policies, procedures, and Compliance Program.
• Monitor and adjust the Compliance Program as needed in response to the changing needs of the organization or regulatory landscape.
• Develop and implement corrective action plans to rectify instances of non-compliance or audit findings, ensuring that all subsequent deliverables and reporting obligations are met.

Regulatory Liaison:

• Serve as the primary point of contact for regulatory bodies and legal counsel, ensuring that all reporting and communication requirements are met.
• Stay updated on changes in laws and regulations that affect 501(c)(3) public charity’s and implement necessary updates to the Compliance Program.

Reporting and Advising:

• Develop and present detailed compliance reports to the executive team and the Board of Directors, including risk assessments and recommendations for improvements.
• Provide expert advice to the executive team on emerging compliance issues and best practices to maintain the organization’s integrity and public trust.
