Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness
The Government Affairs Department of the Los Angeles Homeless Services Authority advocates for effective policies and increased resources at the federal, state, and local levels and facilitates local policy and systems change efforts to reduce and end homelessness in Los Angeles. The Legislative Affairs Manager, reporting to the Associate Director for Policy and Legislative Affairs, will be responsible for leading and coordinating the legislative priorities and activities for LAHSA. Supervising a team of legislative affairs analysts, the Legislative Affairs Manager will ensure LAHSA is proactive in its legislative agenda and response to external requests and support other departments in their need for legislative guidance and analysis.
Essential Job Functions
Manage and coordinate the work of analysts to support and advance LAHSA’s legislative advocacy agenda.
Works closely with public, private, and non-profit advocacy stakeholders to align and develop legislative priorities that advance LAHSA’s mission.
Develop and implement plans to regularly communicate with stakeholders throughout the Los Angeles Continuum of Care on LAHSA’s legislative priorities and build coalitions to support LAHSA’s advocacy to state and federal partners.
Provide guidance and technical assistance to internal staff and external partners on policy, legislative, and budget issues impacting homelessness in the region.
Coordinates LAHSA’s responses to and develops LAHSA’s legislative proposals at all levels of government.
Prepares regular updates and reports to the LAHSA‘s Management team on legislative advocacy activities.
Participates in a variety of committees and task forces; attends and participates in professional group meetings; stays abreast of legislative proposals that impact homeless individuals and/or Los Angeles’ homeless services delivery system.
Assists in the management and coordination of report backs to the City and County of Los Angeles.
Supervise legislative affairs staff and other staff as assigned.

Knowledge, Skills & Abilities
Demonstrated training and experience in facilitation and meeting management skills.
In-depth knowledge of homeless services systems and their components.
Knowledge of complex, systems of care that impact people experiencing homelessness.
Knowledge of relevant research on the homeless and evidence-based practices for homeless systems and interventions.
Problem-solver and strong collaborator with exceptional interpersonal skills
Experience and aptitude in interfacing with elected officials, elected office staff, and public agency program and management staff
Proven ability to communicate with an array of different groups and teams.
Highly motivated self-starter and must enjoy a fast-paced environment.
Excellent and proven written and oral communication skills
Flexible and creative team player who can juggle multiple tasks under pressure, time constraints and sometimes with limited information.
Training & Experience
Skilled analytical thinking with a minimum of 3-5 years in managing public policy, legislative and/or public affairs.
Minimum of 3-5 years in managing staff.
Minimum of 3-5 years in supervising the completion of policy analysis and briefs.
A master’s degree in Public Policy, Public Administration, or a related degree is preferred, but additional excellent experience may be substituted.
A bachelor’s Degree in Public Policy, Public Administration, Law or related field preferred.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
A valid Driver’s License is required.
Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.
