We are seeking a Policy Analyst to join our Learning and Evaluation team, as part of our Community Engagement department! The Analyst will report to the Learning and Evaluation Manager. This is a full-time, exempt position that will allow for working in the office and for telecommuting.
The Policy Analyst (PA) supports the advancement of the Foundation’s strategic priorities by monitoring and analyzing the policy landscape and sharing opportunities to leverage policies for program outcomes. The PA collects and analyzes information, forecasts policy and budget trends and tracks and analyzes policy proposals, opportunities, and challenges. Additionally, the PA makes policy recommendations, conducts quantitative and qualitative research and produces reports, briefs, presentations, and other materials to help advance the Foundation’s strategic objectives.
Annually update the policy agenda in collaboration with the Learning and Evaluation Manager, VP, Programs and the President and CEO.
Recommend and implement appropriate organizational positions on legislative or other public policy issues as prioritized by the Board adopted policy agenda.
Conduct timely analysis and maintain on-going monitoring of relevant proposed and enacted legislation and regulations on the city, county state and federal levels.
Monitor city and county Board meetings, and State Budget legislation, and attend meetings when appropriate.
Identify new and emerging policy priorities that impact the Foundation’s strategic priorities, and business operations.
Produce high-quality policy documents (e.g., policy statements, articles, testimony, memos of support or opposition, etc.) that are well researched, strategic, and well written.
Identify and make recommendations for staff to engage with public agencies and/or legislators.
Participate in legislative events hosted by the State and Federal government that will advance Foundation priorities.
Review and identify policy opportunities from recent research in behavioral health and healthcare, food, shelter and safety, workforce development, childcare, and other fields relevant to the SBF’s work.
Participate in staff and departmental meetings.
Keep Outlook calendar updated as per SBF standard.
Other duties as assigned.
Bachelor’s Degree in Social Science (Political Science, Sociology, etc.), Policy/Public Administration, Evaluation, or related degree required; significant related experience may substitute for higher degree.
2-3 years of experience in a similar role.
Master’s Degree in relevant area, a plus.
Highly self-motivated with the ability to work independently, take initiative, participate as an effective team member.
Excellent organizational skills and attention to detail: ability to prioritize and work effectively, follow tasks through to completion, and disciplined in managing time to ensure success.
Excellent analytical, critical thinking, and communication skills.
Excellent written and verbal communication skills. Ability to distill complicated information for a variety of audiences and purposes.

Ability to solve complex problems using in house tools.
Experience working in a diverse and fast-paced environment.
Ability to work collaboratively and effectively with individuals of diverse backgrounds.
Proficiency with Microsoft Office, especially Word and Excel.
