Position Summary: The Program Manager supports current COVID 19 outreach contract and related place-based initiatives under the Public Policy and Civic Engagement team. The position is project based and term-limited to December 2024.
Major Responsibilities:
- Grants and Contract Management: In collaboration with the Program Officer for Civic Engagement and the overall project team, reviews, analyzes, and provides recommendations on grant proposals. Monitors grantmaking processes and reports regularly on executed grants and/or contracts including grant agreements, progress reports, payment requests, and other related correspondence. Develops decision-making rubric and scoring guide for competitive grants and trains reviewers to rate and make decisions on applicants. Works closely with the Grants Management and Contract Compliance Teams to apply due diligence standards, develop new reports and as needed support contract compliance activities. Maintains and establishes new systems and/or tools to monitor grantee and/or contracting activities.
- Grantee and Subcontractor Support: Creates mechanisms, tools, and designs trainings and/or webinars to support grantees in the following: request for proposals Q&A sessions, technical assistance, data submission and reporting process. Compiles, shares, and analyzes research from sector and grantees work to share with project partners. Duties may include but are not limited to:
- Set expectations for key activities
- Address questions around activities
- Monitor’s progress and completion of key activities
- Coordinate project convenings and communication with grantees/subcontractors
- Develops impact reports based on field data and/or grantees progress
- Research and Data Analysis: Gather, analyze, and visualize quantitative and qualitative data as needed to inform grantmaking priorities. Conduct research necessary to inform Program Officer’s priorities and to achieve program outcomes of specified initiatives. These activities may include but are not limited to researching trends in potential investment areas, designing effective grant cycles/administration, identifying indicators to monitor on issue area(s), and producing reports, presentations, fact sheets, infographics and/or deliverables that reflect strategic initiatives efforts.
- Grantmaking Operations & Reporting Management: Supports the management of program operations ensuring milestones and key events are executed on time. With internal Finance team, helps track budgetary resources and expenditures for grants awarded and received (i.e., State, County, City, corporate, donor and philanthropic grants). Working with external evaluators and/or advisory committees, this role will support reporting needs. Activities include reporting outcomes of goals, tactics and events for specified initiatives and/or partnerships. As needed, supports Senior Program Officer in securing additional investment from other foundations and/or funding sources.
- General: As appropriate, assists other departments and works as a member of interdepartmental teams to ensure the effective and efficient operations of CCF. At all times, demonstrates cooperative behavior with supervisors and coworkers. Other duties as assigned, dependent on organizational needs and employee skills.
Qualifications:

- Education: A bachelor’s degree in public policy, business administration, nonprofit administration, arts administration, or a related field is required. Master’s degree preferred but not required.
- Experience: Minimum of five years of experience working with or in the nonprofit, policy, business, consulting and/or philanthropic sector.
- Knowledge of and experience addressing issues impacting underserved communities, community organizing, and a good understanding of local government policies and processes is preferred. Program management experience is essential.
- Previous experience with developing and working with program budgets necessary. Experience effectively leveraging skills and knowledge of board and committee members to meet goals preferred.
- Fund Development: Working knowledge of raising funds from individual donors, foundations and/or the public sector. Solid grant writing skills are essential.
- Community & Field of Interest Knowledge: Knowledge of the Los Angeles County nonprofit community, familiarity with diverse neighborhoods throughout the region, and experience in working effectively with diverse and broad-based community constituencies is required. Working knowledge of best practices in fields of interest to the foundation, familiarity with nonprofit financials, public and private funding streams related to the foundation’s domains of work, and a working understanding of outcome measures and evaluation methodologies aimed at assessing program effectiveness is preferred.
- Convening & Facilitation Skills: Knowledge of the Los Angeles County nonprofit community, familiarity with diverse neighborhoods throughout the region, and experience in working effectively with diverse and broad-based community constituencies is required. Working knowledge of best practices in fields of interest to the foundation, familiarity with nonprofit financials, public and private funding streams related to the foundation’s domains of work, and a working understanding of outcome measures and evaluation methodologies aimed at assessing program effectiveness is preferred.
- Communication and Analytical Skills: Solid analytical skills, excellent interpersonal, verbal and written communication skills and excellent customer service skills required. Ability to prepare and give presentations, collaborate, and comfortably interact with diverse audiences such as nonprofit, government officials, philanthropic leaders, nonprofit leaders, and community groups is required.
- Technology Skills: Internet competency and strong computer proficiency, including mastery of the Microsoft Office software suite and a familiarity with project management databases and/or tools, is required. Experience with Esri's GIS mapping software desired, but not essential. A willingness and ability to learn appropriate databases or software programs as needed.
- Project Management Skills: Strong organizational skills and attention to detail. Ability to prioritize work effectively and adjust to multiple demands with consistent attention to timelines. Strong ability to manage multiple projects/programs
- Teamwork & General Skills: Ability to work well independently and as team member. Ability to take initiative and follow tasks through to completion.
