Ludovic was hired as CDT’s first full-time staff-person in 2009. Previously, he was a leader in building people of color-centered movements around closing the racial wealth gap, environmental justice, media justice, campaign finance, and voting rights. Ludovic has also led capacity-building work in Haiti, Canada, Denmark, and The Gambia.
Under Ludovic’s leadership, the CDT family of entities has mobilized more than $55 million to build and sustain progressive people of color-centered policy and political power building and wielding across California. He’s worked with regional and state leaders to found power-building groups that have beat back right-wing movements and infrastructure to deliver House majorities and elect progressive Mayors, state legislators, District Attorneys and local races, while also developing power-wielding progressive governance infrastructure with them to ensure the maximum progressive outcomes of progressive initiative and candidate electoral wins.
Ludovic is a Bronx native, Berkeley resident, and a graduate of the City College of NY. He serves on several boards, including the Proteus Action League.
Megan Castillo

Megan is highly committed to upending state sanctioned violence, fighting for liberation and building a better quality of life for Black, Indigenous and other people of color. She has dedicated her career to improving the lives of our most vulnerable populations. This includes uplifting community-led campaigns around racial justice and divesting resources from carceral and harmful institutions and instead investing in systems of care.
Currently, Megan is the Policy and Advocacy Manager at La Defensa and the Reimagine LA- Coalition Coordinator for Measure J, which passed in November of 2020. Most recently, Megan was appointed to the Los Angeles county Measure J- Care First Community Investment Commission.
Megan is the cofounder of #BlackatLMU and in 2019, and was awarded the Black community impact award for her dedication and efforts to raise awareness amongst her community. She is Women's Policy Institute Alumna, Gilman Scholar Alumna, and a Norman Topping Scholar Alumna. Megan has earned both her Bachelors in Psychology and African-American studies and her Masters in Social Work, with an emphasis in Social Change and Innovation.
Megan has been featured in the Los Angeles Times, Spectrum 1 News, The Appeal, and the LA Progressive for her advocacy and organizing.
Julián Castro
CEO, Latino Community Foundation
Julián’s deep commitment to the future of this nation is woven into his DNA. Raised by his mother Rosie Castro, a civil rights and Chicana activist, and his grandmother, Victoria Castro, on the westside of San Antonio, Texas, Julian grew up with a profound understanding of what it meant to love and serve community. Inspired by a legacy of leaders working to safeguard our democracy and strengthen community, Julian has dedicated his life to public service.
Julián was elected to the San Antonio City Council in 2001 at age 26, then was elected Mayor of San Antonio in 2009. The youngest mayor of a Top 50 American city at the time, Julian revitalized and transformed San Antonio into one of the country’s leading economies. In 2014, President Barack Obama appointed Julián U.S. Secretary of Housing and Urban Development, where he served until the end of the Obama administration.
In 2020, Julián ran for the Democratic nomination for President.

Marcus Degnan

Originally hailing from the swamplands of Central Florida, moving from coast to coast has afforded Marcus a wide exposure to a variety of social impact opportunities with a particular focus on Asian Pacific Islander (API) communities. Currently, he serves as Board Treasurer to Viet Rainbow Orange County (VROC). He is also a Steering Committee Member for the Lacuna Giving Circle; a group of queer Asian Americans and Pacific Islanders pooling resources together to democratize philanthropy. Previously, he served as the Internal Communications Director for Sparks Magazine, an advisory Board Member for APAIT’s Youth Advisory Board, and a Board Member for API Equality-LA.
Marcus holds a B.A. in English from the University of Florida and an M.A. in Asian American Studies from UCLA.

Efrain earned his bachelor’s degree in American studies and Ethnicity from the University of Southern California and his Master of Business Administration from the University of La Verne. He is a graduate of the Los Angeles County Executive Leadership Program, a partnership with USC Sol Price School of Public Policy. Today, Efrain is the President and CEO of Southern California Center for Nonprofit Management (CNM).
Before joining CNM in February 2023 as the President and CEO, Efrain served as Vice President of Public Policy and Civic Engagement at The California Community Foundation (CCF), one of the state’s leading philanthropies. He also worked with the National Association of Latino Elected and Appointed Officials Educational Fund for half a decade, first as Director of Voter Engagement and then as Senior Director of Civic Engagement.
Currently, he holds leadership positions on committees across the philanthropic, government, and nonprofit sectors. Efrain chairs the board of directors of Hispanics in Philanthropy, Vice Chair of UNITE LA Board, Vice Chair of LAEDC, Speaker Appointee to California State Bar Legal Services Trust Fund, member of CalMatters board, member of the Board of Directors for Mi Familia Vota Education Fund, and member of the Policy Advisory Committee for Southern California Grantmakers.
Christine Essel

Most recently, she served as CEO for the Community Redevelopment Agency of the City of Los Angeles (CRA/LA), with an annual budget exceeding $600 million, a staff of 260 employees and 32 project areas throughout the City of Los Angeles. In response to a statewide call by the legislature, Essel's leadership helped lay a critical foundation for the dissolution of the agency, leading to a successful redistribution of resources for schools and local governments, while ensuring the completion of many crucial affordable housing projects and other developments vitally important to the economic growth of the region.
She has been named to numerous Boards and Commissions over the years, serving as chair of the California Film Commission, the Los Angeles Community Redevelopment Agency, the Hollywood Community Advisory Council, Alternative Living for the Aging and Central City Association. She also served as Vice‐Chair of the California Workforce Investment Board and FilmLA and was a member of the powerful Los Angeles World Airports Commission, Grand Avenue Project Joint Powers Authority and Los Angeles Development Fund. Essel has been honored by esteemed organizations such as City of Hope, National Women’s Political Committee, Alternative Living for the Aging, Weingart Center Partners, Central City Association and the Hollywood Chamber of Commerce. In 2016, she received the Leader of the Year Award from the Southern California Leadership Network. She has been named to the Non‐Profit Times “Power and Influence Top 50” for the past two years (2016 and 2017).

In 2018, Eder co-founded the 805undocufund alongside CAUSE, MICOP, the McCune Foundation, and the Ventura County Community Foundation. The 805undocufund offers disaster relief to undocumented immigrants in Ventura and Santa Barbara Counties during natural disasters, climate-related events, and pandemics. In 2020, under his leadership, the 805undocufund distributed more than $6.1M dollars to 4,500 undocumented families impacted by the COVID19 pandemic.
Eder resides in Santa Maria with his wife Gloria, daughter Yatzil, and two puppies Pequitas and Chickis.
Eduardo García

Before joining LCF, Eduardo was a policy advocate in Washington, DC. At Generation Progress, he developed programs to engage youth on social and economic issues and lobbied Congress on youth-related policies, including immigration, education, and economic security. He also built multiracial coalitions and coordinated legislative strategies to advance immigrant rights at the Leadership Conference on Civil and Human Rights, the nation's largest civil rights coalition.
Eduardo received his master’s degree in public policy from the University of Michigan, where his graduate work focused on immigration, workforce development, and human rights.
Samantha Gordon

In her time at SEIU, she focused on strengthening member engagement and leadership development programs across the country. Samantha trained and developed SEIU local union chapters on political education and small-donor fundraising, helping SEIU become one of the largest political action committees in the U.S. prior to Citizens United. In addition, she played leadership roles for SEIU in the 2008 and 2012 presidential elections in Arizona and Florida, respectively. Samantha moved from SEIU’s national organization to its largest public-sector local union chapter, SEIU Local 1000, to drive a culture-change initiative across its statewide organizing program. She served as key advisor to elected leadership and ultimately directed three major program areas of the union: organizing, politics, and communications.

Before joining the Budget Center in 2012, Chris worked as the director of the Center for Research and Innovation at the National League of Cities in Washington, D.C. He also worked as an analyst at the Center on Budget and Policy Priorities in Washington, D.C. and the Public Policy Institute of California in San Francisco. Chris holds a Ph.D. in political science from Claremont Graduate University and a bachelor’s degree in political science from the College of Idaho. In 2011, Chris was elected as a fellow into the National Academy of Public Administration (NAPA) in recognition of his service to the state and local community.

Veronica Lewis

Veronica served as the Chair for two years of the Los Angeles Care First and Community Investment or CFCI (formerly Measure J) Advisory Committee and led the process of developing a recommended transformative spending plan that resulted in LA County funding $287 Million for the first two inaugural years (FY 22-23) of investment into alternatives to incarceration and addressing racial inequities. She is a member of the Steering Committee for the Los Angeles Regional Reentry Partnership (LARRP). In addition to her contribution to local Los Angeles City and County homeless/housing, reentry and SUD systems, programs and policies, Veronica also lends her expertise to help shape policies, best practices and projects at the state and national level through her participation as a Councilmember on the California Interagency Council on Homelessness (Cal ICH) appointed by Speaker Anthony Rendon.

Connor also currently serves on the Housing Advisory Committee for the County of Los Angeles. He holds a Bachelor of Science in Foreign Service in International Political Economics from Georgetown University and a Master of Arts in Public Administration from California State University, Long Beach.

Monica Lozano SCG Member

Prior to joining College Futures Foundation, Lozano spent thirty years in media, twenty of these as editor, publisher, and Chief Executive Officer of La Opinión, the country’s leading Spanish language daily newspaper. She went on to become CEO and Chair of the Board of the parent company, ImpreMedia, and subsequently Chair of US Hispanic Media, Inc until she retired in 2015. Known for its award-winning editorial content, Lozano guided the company through its evolution from a newspaper company into a national multi-media content company dedicated to serving the Latino community through relevant, unique, high-quality content that informs, educates, and empowers. She continues to serve as a strategic advisor to several news, information, and media companies.
In 2015, Lozano co-founded the Aspen Institute Latinos and Society program which is dedicated to advancing the economic prosperity and opportunity of the Latino community in the United States. Lozano chairs the boards of the Weingart Foundation and the Los Angeles Local News Initiative, and is on the board of Catalyst California, The Broad Museum and New America.
Lozano has received multiple awards and distinctions and has been named one of Fortune Magazine’s 50 Most Influential Latinas. She was inducted into the American Academy of Arts and Sciences in 2016.

Prior to joining The Endowment, Luna served as a Pedro Zamora Fellow with AIDS United (formerly AIDS Action), Keck-Vivian Weinstein Child Advocacy Fellow and later Senior Social Worker for Public Counsel among many other positions advancing the health and well-being of the most disenfranchised.
Luna earned her B.A., M.P.H. and M.S.W. from UCLA. She is also a Certified Professional Coach and lives in San Dimas with her husband and two sons.

Lauren served as Mid City West Neighborhood Council Chair from 2021 – 2023. In recognition for her community work, the Empowerment Congress nominated her in 2017, as one of the ’40 under 40’ in LA County for civic engagement. Lauren also serves as the Secretary/Treasurer of Foster Care Counts a nonprofit dedicated to improving the lives of youth in foster care. She is a founding member of the Foster Nation Young Leaders Collective. Lauren has also been an active member of the Advisory Board for Emerging Arts Leaders Los Angeles (now part of Arts for LA). She holds a BA in History/French from Tulane University and a MA in Arts Management from Claremont Graduate University.
Hannah Orbach-Mandel

Before joining the Budget Center in 2022, Hannah received a master’s degree in public policy from the Heller School at Brandeis University, where she focused on policies to support survivors of sexual misconduct in higher education and in the workplace, and on paid parental leave policies. While getting her degree, she worked at TIME’S UP where she conducted research on best practices for workplace sexual harassment policies. Hannah earned a bachelor’s degree in economics and mathematics from Kenyon College.
Hannah was born and raised in Tucson, Arizona and enjoys swimming, biking, and running. When she isn’t exercising, she loves cooking, reading, and watching sports, especially the University of Michigan Wolverines.

Erica is informed by her background as a seasoned writer and performer. She is a founding member of the Dancing Diaspora Collective, a collective of POC artists and healers dedicated to honoring, sharing, and reimagining practices of the Latin & African diasporas in dialogue with local and global histories of cultural resistance. Most recently, her solo work “I am my Mother’s Daughter” about mothers and migration has been performed for over 8,000 people at UCLA’s historic Pauley Pavilion and has been selected for KPCC’s Unheard LA live series.
Erica holds a BA in World Arts and Cultures from UCLA and an AWP (Ayurvedic Wellness Practitioner) certification from Southern California University of Health Sciences.

Bamby’s wide-ranging activist work has brought visibility and given a voice to not only the trans community, but to countless others whose efforts focus on critical topics that include immigration, HIV, at-risk youth, LGBTQIA+ issues, incarceration, and more. Through her dynamic leadership, Bamby has developed several organizations that have created networks and connections where there were none, and she, to this day, tirelessly advocates for the rights, dignity, and humanity of those who are often silenced. Determined to affect change at every level, Bamby actively engages and supports many local, national, and international organizations and planning groups.

Soma serves on the board of Women Donors Network, is a board member of a private family foundation, and a NextGen Board Member of the Sri Rama Foundation, an organization supporting an orphanage in India. She is a UCLA graduate, a Gates Millennium Scholar, and an Asian Pacific Islander Scholars Social Innovation Fellow.
Gloria Soto
Executive Director and Councilwoman, Future Leaders of America and City of Santa Maria
Gloria has dedicated her young professional career to serving her community. She is currently the Executive Director of Future Leaders of America (FLA), one of California's largest Latinx youth-serving organizations. Before joining the FLA team, Gloria served in various positions at Planned Parenthood California Central Coast (PPCCC), including education, public affairs, and development. As the Director of Public Affairs, she expanded access to quality reproductive health care, including safe and legal abortion, through community engagement and public policy.
In 2018, Gloria was the youngest woman elected to the Santa Maria City Council as part of the national wave of young women of color seeking representation in local governments. Gloria is a proud member of The Fund for Santa Barbara family, having served as a Grant Making Committee member and a current Board Member. She also currently serves on the boards of the Allan Hancock Scholarship Foundation and is currently an MBA student at UCLA Anderson School of Management.
Today she and her family reside in Santa Maria. Gloria is bilingual, bi-cultural, and deeply connected to the many communities on the Central Coast. Gloria attended Pioneer Valley High School and earned her Associate Degree at Allan Hancock College and her B.A. at Chapman University.
Richard Tate SCG Member

Richard joined Cal Wellness in 2016 as the VP of Public Affairs and built the foundation’s first integrated public affairs department, a multidisciplinary team responsible for communications, community relations and public policy activities. In 2020, Richard was appointed Executive Vice President and served as chief deputy to the president and CEO, playing a key role in aligning Cal Wellness’ board, management and staff on institutional strategy. During his tenure at Cal Wellness, Richard has driven several ground-breaking foundation initiatives. He helped conceive and manage the Advance and Defend campaign, which in the aftermath of the 2016 election, raised the foundation’s voice and rapidly moved millions of dollars to advocacy partners. He played a key role in launching the Hope and Heal Fund in 2016, which in the aftermath of the 2015 San Bernardino massacre, became the first ever state-wide funder collaborative on gun violence prevention. In addition, he helped the foundation respond to the COVID-19 pandemic as it moved more than $20 million to underserved communities and spotlighted health inequities.
Richard now serves on the board of the Stupski Foundation. He previously served as board president of Northern California Grantmakers and founding board chair of OUTWORDS.
Joseph Villela SCG Member
Director of Government Relations, The California Wellness Foundation
Prior to joining Cal Wellness in September 2022, Villela served as Policy Director at Loyola Law School's Anti-Trafficking Policy Initiative. In this role, he developed and implemented strategies to foster relationships with government officials and established impactful policy and advocacy programs. Throughout his career, Villela has successfully managed numerous policy advocacy campaigns, resulting in significant reforms to the California criminal justice system, strengthened immigrants' rights, improved access to healthcare, and directed investments toward underserved communities.
Prior to that, Villela also worked at the Coalition for Humane Immigrant Rights (CHIRLA). In addition to developing programmatic strategies and priorities for policy advocacy at CHIRLA, he mentored and supervised a diverse and talented team and oversaw contract lobbyists to support CHIRLA’s advocacy efforts. While at CHIRLA, Villela was also involved in the enactment of more than 55 proposals at the local and state levels, to strengthen immigrants’ rights, increase access to justice, open economic opportunities, and provide access to education.
Villela is a member of the board of directors of The Campaign for College Opportunity. He holds a bachelor’s degree in sociology and a minor in Chicano studies from UCLA.
